Lead definition matters more than the headline CPL.

A cheap enquiry is not useful if the person cannot buy, is outside the service area or is not ready to speak with sales. Benchmarks should be reviewed with qualified lead rate and sales acceptance rate.

The fastest improvement is usually conversion rate.

Landing page clarity, form friction, WhatsApp routing and response time often move CPL faster than bid changes. Campaigns with the same CPC can produce very different CPLs.
